ORGANIZATIONAL SUMMARY:
The University of South Florida (USF) College of Public Health (COPH) houses The Lawton & Rhea Chiles Center. The Lawton and Rhea Chiles Center is a multidisciplinary, community-engaged catalyst promoting optimal health and well-being across the life course of women, children, families, and communities; by conducting cutting-edge research, applying evidence-based practices and approaches, delivering education, and guiding change through service and partnership. The Center houses a variety of projects researching maternal and child health and it employs faculty, staff and students.
POSITION SUMMARY:
The Florida Covering Kids &Families (FL-CKF) team is composed of approximately 15 staff that conduct outreach and enrollment for Florida KidCare and the Federal Health Insurance Marketplace. The primary programmatic responsibilities for this position include: proposal preparation, staffing, budget oversight, scheduling, risk management, contract compliance, planning and directing staff duties, process improvement initiatives and subcontractor oversight. This position will interface with funders and stakeholders to apprise program execution status and offer policy recommendations and best practices, many of which can be replicated nationwide. Additionally, this position serve as a liaison for community partners regarding ongoing Navigator and KidCare activities, and will provide direct and ongoing communication, training, and technical assistance for engaging outreach efforts and increasing program retention in communities. RESPONSIBILITIES:
Works with Principal Investigator/Project Director providing oversight of 10 subgrantees for the Cooperative Agreement to Support Navigators in Federally Facilitated Exchanges by assuring budgetary and financial management; cultivating additional new statewide partnerships and initiatives; monitoring of work plan/budgets and providing technical assistance; leading technical assistance conference calls; synthesize monthly/quarterly/annual report data. Works with Project Director to ensure appropriate expenditures and maintenance of budget regarding subcontracts. Work with the USF COPH Research Office to confirm compliance regarding all aspects of awards and/or contracts meeting USF policies, state regulations and federal regulations.
On a programmatic level (at FLCKF), provide the following support: budget oversight to ensure proper resource allocations; grant compliance; Quality Management and Standardization; Staff support, guidance, and technical assistance; supervise Navigator Project Managers; interaction with the USF/College of Public Health (COPH) grant research management teams; reporting oversight and compliance; and communications with funding agencies Center for Medicare and Medicaid Services.
Coordinate Consortium partners covering the entire state. Maintain expertise in eligibility, enrollment, and program specifications and conduct public education activities to raise awareness about the Exchange; facilitate selection of a Qualified Health Plan (QHP); provide referrals to any applicable office of health insurance consumer assistance of health insurance ombudsman established under Section 2793 of the Public Health Service (PHS) Act; and provide information in a manner that is culturally and linguistically appropriate.
Oversight for meeting all grant deliverables and ensuring that project goals are met across the entire state. This requires working with numerous partners, securing locations and necessary resources, attending to marketing and promotion, in addition to providing consumer assistance. Create activity reporting forms; training modules, review quarterly activity reports; process orders for materials, applications, and promotional items. Report activities monthly to Project Director for monitoring and preparing quarterly reports.
5. Conduct public education and outreach activities for community partners and businesses and provide information and services in a fair, accurate, and impartial manner. Such information must acknowledge other health programs such as Medicaid and the Children's Health Insurance Program. Target underrepresented groups; identify outreach partners; encourage and monitor participation of statewide and locally based organizations; cultivate and enhance relationships. Works to increase program retention in communities.

POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Master's degree in Science, Public Health, Social Work, Communication, Public Administration, or related field and 2 years of project management and program coordination experience in a college or university setting.
FLSB1310 Equivalency:
6 years of directly relevant experience may be substituted for master's degree.
PREFERRED:
Master's degree in Science, Public Health, Social Work, Communication, Public Administration, or related field. Two years of community programs and/or project coordination experience as well as a high-level expertise in managing large program budgets; understanding of grant and funding compliance; and experience in handling invoicing and other project fiscal needs. Knowledge of community and/or project management, coalition building, and community outreach. Working knowledge of all MS Office software applications. Excellent communication and interpersonal skills. Prefer knowledge of USF procedures.
