The County of Riverside's Office of the County Counsel has an exciting opportunity for a Law Office Supervisor I - CN within their Administration Team, located in Riverside.
The Law Office Supervisor I - CN position with the Office of the County Counsel is a key administrative role that focuses on managing and coordinating a variety of office functions, primarily related to human resources, recordkeeping, and general office operations. The individual in this role will oversee HR functions, including supporting recruitment efforts, onboarding new employees, and maintaining accurate employee records. They will also assist with payroll processing and handling sensitive personnel information with a high level of confidentiality. Additionally, this position will be responsible for ensuring compliance with record retention policies and managing the office's recordkeeping system, ProLaw. The Supervisor will stay current with any changes in policies regarding record retention, paperwork tracking, and related legal requirements, and will ensure that these procedures are properly followed.
As part of the office's administrative responsibilities, the Law Office Supervisor I - CN will assist with various office assistant tasks, contributing to the overall efficiency and smooth operation of the office. Candidate will assist with IT duties which include monitoring IT help desk tickets, surplus, and managing of IT equipment. Candidates may perform front desk duties, including serving as the first point of contact for visitors.
Competitive candidates for this position should have a strong background in human resources including experience with recruitment, onboarding, and employee recordkeeping. Ideal candidates will also have experience in the public sector, as well as familiarity with HR/Payroll software such as Peoplesoft HCM and NeoGov. The ability to manage multiple tasks, work well under pressure, and communicate effectively with a diverse group of individuals is essential. A strong attention to detail, organizational skills, and the ability to handle confidential information with integrity are also crucial to success in this role.
The position requires the ability to work well in a fast-paced environment while maintaining professionalism and adhering to County, State, and Federal policies. This includes being proactive in supporting the County Counsel and team while ensuring compliance with legal and administrative procedures.
Employees in a Confidential designated class are defined by Section 3.b. of the Employee Relations Resolution, as "any employee who may be privy to the decision-making process of County management affecting employee relations" and are only authorized for use within the departments of Executive Office, Clerk of the Board, County Counsel, and Human Resources.

The Office of County Counsel is a full-service law office that provides advisory and litigation support on issues of vital concern to the County and its residents such as health care, public safety, child welfare, land development, environmental protection, public finance, taxation and elections.
EXAMPLES OF ESSENTIAL DUTIES
• Plan, organize, and supervise law office activities that are involved in internal document processing and workflow.
• Administer, direct or supervise office and facility security, general office and equipment maintenance, records control and retirement, employee timekeeping and payroll reporting, maintenance of personnel records and position control within HMC system, mail and correspondence routing, office safety and injury reporting, filing of correspondence and case data, and maintenance of office directives and policy statements.
• Confer with attorneys regarding clerical support, equipment requirements, office policies, and operating procedures; establish clerical work priorities and develop production standards.
• Interpret and ensure compliance with departmental policies, rules, and regulations among subordinate staff; work independently making procedural decisions affecting clerical and departmental operations; check legal references for correct citation; conduct periodic meetings with subordinates.
• Represent the department on committees and taskforces that are created to study inter- and intra-departmental problems; maintain working knowledge of various automated and manual systems and procedures.
• Create and maintain information control when no longer needed; supervise subordinates in the preparation of affidavits, agreements, briefs, calendars, misdemeanor and felony complaints, contracts, declarations, and depositions; interview and select subordinate clerical personnel.
• Assign and train subordinates in a variety of law office tasks including the operation of personal computers, the usage of a variety of software programs and a variety of computer related peripherals.
• Evaluate the work of subordinates and recommend merit pay increases; responsible for discipline and morale of staff; ensure office equipment and layout conforms with the Fire Code and California Occupational Safety and Health Act requirements.
• May prepare the budget for function being supervised; establish expenditure controls over all office equipment and supplies being procured; submit requisitions for supplies as needed.
• Prepare reports, correspondence, legal documents, and directives relative to law office clerical operations; responsible for the collection of funds for discovery and other fees.
MINIMUM QUALIFICATIONS
OPTION I
Experience: Four years of progressively responsible clerical experience in a legal office or criminal justice agency which included two years of supervisory responsibility.
OPTION II
Experience: Four years of progressively responsible clerical experience in a legal office or criminal justice agency which included one year as a County of Riverside Senior Legal Support Assistant with lead and/or supervisory experience.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
VACATION ACCRUAL (Bi-Weekly Accrual):
0 through 3 year = 80 Hours (10 Days)
4 to through 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 days can be taken from use of accrued Sick leave balance).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit may be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
