ORGANIZATIONAL SUMMARY:
The Department of Medical Education (DME) in the Morsani College of Medicine (MCOM) is headed by Dr. Bryan Bognar, Chair & Vice Dean for Educational Affairs. Dr. Bognar is responsible for the oversight of the Undergraduate Medical Education (UME) program and Graduate programs curriculum, all MCOM student services (Student Affairs, Admissions, Student and Community Engagement, the Experiential Learning Center), the School of Physical Therapy, the Athletic Training Education Program, and the Physician Assistant program. The Chair/Vice Dean also works collaboratively with Graduate Medical Education (GME), Continuing Professional Development, and the Deans for the College of Pharmacy, College of Nursing and College of Public Health to advance the education mission across the MCOM and USF Health. DME (including the MCOM student services) currently consists of 17 faculty members and ~ 50 administrators / staff members. The primary clients for DME are the medical students, DPT students, the doctoral, post-doc / masters' students, and the faculty / staff educators for the medical and graduate program curriculum. The department interacts with faculty, staff, administrators, students, and healthcare providers across USF Health, USF and other institutions.
POSITION SUMMARY:
The Fiscal and Business Analyst will report to the Manager, Fiscal & Business Admin to support the DME with budget and fiscal resource management. This position will be responsible for preparing financial analysis and projections for the purpose of budget creations/ reductions. Perform various accounting and financial tasks and recommend appropriate accounting controls to be implemented. Monitor payroll expenses and advise on switching funding sources. Manage and reconcile payroll and non-payroll expenses for E&G, UMSA, Auxiliary, and Foundation accounts for the purpose of creating quarterly reports to the DME Executive team on the budget / financial status of the unit. Monitor all source budgets and provide pre budget cuts reports / recommendations.
RESPONSIBILITIES:
Accounting Duties:
Responsible for reconciling and balancing State, Auxiliary, UMSA and USF Foundation accounts and resolving any discrepancies. Monitor accounting activities in FAST, Oracle, and Finance Mart to ensure accuracies in processing. Coordinate and facilitate all DME contracts / POs for the 6 DME offices including the PA Program. Act as a liaison with the vendors from the point of receiving the contract to the point of paying the last invoice in a timely manner as dictated by the signed agreement. Provide Travel oversight to guarantee timely processing and correspondence with Travel personnel to ensure compliance with USF Travel rules & regulations. Monitor payroll expenses and advise on alternate chartfields for salary expenditures. Provide financial guidance and recommend accounting and financial control policies and advice to the 6 DME office heads to ensure compliance with State and USF policies.
Scholarship Support Duties:
In charge of providing financial support and guidance to the DME-MCOM scholarship committee to manage and award annual scholarships from 130 foundation funds. Accountable for foundation fund maintenance, timely communication with the Development office, monitoring/tracking cash balances, and conducting monthly account reconciliation.
Fiscal/Budgetary Duties:
Generate routine fiscal and budget related reports from Oracle, FAST, and Data Mart. Run routine reports and queries related to the budget and expenditures (actual vs. budget). Monitor and track department spending (i.e., using commitment control, RSA, spreadsheets, etc.) and notify appropriate personnel of potential deficits before they occur. Responsible for preparing payroll adjustment forms to address discrepancies. Review and approve non-payroll expenditure transfers, payroll expenditure transfers and budget transfers prepared by other fiscal support to correct any inconsistencies.
Proctor exams; assist with department wide student events such as graduation, Match Day, White Coat Ceremony, etc.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree in Accounting, Finance, or Business Administration or other field directly related to the position's specific responsibilities and 0-2 years of fiscal related work experience; or a Bachelor's degree in no specific required field and two years of fiscal related work experience; or four years fiscal related work experience.
SB 1310: Substitution of Work Experience for Postsecondary Education Requirements: Four years of direct experience for a bachelor's degree.
PREFERRED:
Prefer a master's degree in accounting, finance, or business administration or other field directly related to the position's responsibilities.
