Chief Financial Officer (Finance)
Qualis is a high-performance, mission-focused government contractor delivering engineering, test and evaluation, and technical services to the Department of Defense, NASA, and other federal agencies. With a strong foundation in defense and aerospace, and offices nationwide, we are entering an exciting phase of strategic growth through mergers and acquisitions. We are seeking a forward-looking Chief Financial Officer (CFO) to lead our finance organization and play a critical role in evaluating, structuring, and integrating acquired companies into the Qualis family.
Key Responsibilities
Financial Strategy & Leadership
• Serve as a key member of the executive team, setting financial vision and ensuring alignment with corporate strategy.
• Oversee all financial operations including accounting, budgeting, forecasting, pricing, audits, and treasury functions.
• Lead strategic financial planning with an eye toward long-term scalability and shareholder value.
Government Contracting Financial Operations
• Ensure compliance with FAR, DFARS, CAS, and other regulatory requirements.
• Manage indirect cost structures, rate submissions, incurred cost proposals, and interface with DCAA/DCMA.
• Oversee use and optimization of Deltek Costpoint (must be highly proficient).
Mergers & Acquisitions
• Lead financial due diligence for M&A activities including:
• - Valuation modeling
• - Contract portfolio analysis
• - Rate structure and integration risk
• - Cultural and operational synergies
• Develop integration playbooks and financial processes for smooth transitions post-acquisition.
• Partner with legal and executive leadership on deal structures (asset vs equity, earn-outs, novation strategies).
Analytics & Reporting
• Deliver timely, accurate internal and external reporting; develop executive dashboards and KPIs utilizing Deltek' s Costpoint software.
• Provide visibility into key financial metrics: utilization, backlog, margin trends, and program health.
• Drive system improvements to support predictive analytics and scalable reporting.
• Set up P&L centers as needed, new indirect rate cost pools, and assess it's impact on overall company performance.
Team & Systems Leadership
• Mentor and grow the finance and accounting team across multi-site operations.
• Champion system and process improvements, especially within Deltek Costpoint and reporting integrations (e.g., Power BI).
Requirements
• 15+ years of financial leadership in government contracting, preferably with a mix of small business and large contract portfolios.
• Deep expertise in Deltek Costpoint, FAR/DFARS, and DCAA/DCMA audit environments.
• Proven success in M&A execution-from sourcing through integration.
• Experience with diverse contract types: CPFF, FFP, T&M, IDIQs, OTAs.
• Strong working knowledge of indirect rate modeling and pricing strategies.
• Exceptional communication and team leadership skills.
Preferred:
• CPA or MBA
• Clearance (or eligibility)
• Experience with small business designations and contract transitions (e.g., SB, 8(a), SDVOSB)
• Familiarity with CMMC and federal cybersecurity frameworks
