ORGANIZATIONAL SUMMARY:
The Institute for School-Community Partnerships, Integrative Services, and Child Mental Health and Educational Policy (ISCP), which is part of the College of Education, envisions that all schools in the state of Florida and nationally will have the capacity to provide a safe, effective, and efficient environment to continuously improve the academic, social, and emotional growth of all students and to actively engage families and communities in education. The ISCP's nearly $23 million budget is derived from grants from federal, state, and private sources. It is the mission of the ISCP to implement and evaluate research-based and innovative practices in school and community settings. This is accomplished through (a) training, technical assistance, and support to key partners; (b) community-engaged research and program evaluation to inform key partners' decision making; (c) the development of research and evidence-based documents, tools, and resources to support implementation and evaluation activities; and (d) supporting the infrastructure and capacity of key partners to implement and evaluate federal and state educational policy.
POSITION SUMMARY:
This position handles the day-to -day reconciliation of all PCard transactions for the cardholders in the Institute for School - Community Partnership, as well as all purchase orders, deposits and reimbursements. It also audits monthly expenditure reports for daily and overnight travel for federal and state grants that are managed by the Institute and runs monthly reports to audit again monthly activity for expenditures. A strong knowledge of budgets, expense codes, fiscal year beginning and ending processes and timelines, journal entries, budget transfers, and grant requirements is preferred. The Fiscal and Business Specialist must remain up-to date on all budgeting, grant funding, purchasing, accounts payable, accounts receivable, and cash related USF policies and procedures. This position requires knowledge of USF enterprise business systems (e.g. FAST, GEMS, and Banner/OASIS), word processing and spreadsheet applications to fulfill the duties. This position requires an intermediate level of proficiency with spreadsheet software. The Fiscal & Business Specialist serves as a liaison with central University administrative departments such USF Accounts Payable, Purchasing, Research Financial Management, etc.
RESPONSIBILITIES:
Reconcile PCard receipts. Includes collection and weekly posting of transactions to correct project budget accounts along with monthly PCard statement submissions. Must make sure that all Cardholders adhere to the rules and regulations that are set forth by the Procurement Service Department. Submit monthly statements to the Procurement Service Department. Assist cardholders when individual expenses are audited by the central department.
Audit all travel expense reports related to federal and state funded grants managed by the Institute. Must assure accuracy of traveler reimbursement and that expenses are posted to the correct chartfield. Works with one of two or both Mgr. Fiscal and Business Administrator when discrepancies are found to either complete an addendum to the expense report or process reimbursement back to the appropriate grant. Runs routine reports and queries related to the budget and expenditures (actuals vs. budget). Examples RSA (Remaining Spending Authority) report. Utilized FAST, FAIR, Finance Mart, FAIR, BANNER, to generate routine fiscal and budget related reports. Performs auditing of reports to guarantee proper posting to budgets and compliance of federal and state projects related to their purchasing of items.
Assists with other business-related tasks including maintaining various databases to track payment to vendors and contractors (e.g. Purchase orders, databases, monthly recurring payment spreadsheet upkeep, processing travel requests, submitting TARs, PTAs, and Expense Reports).
Assists with the closeout of Federal and State funded grants while adhering to the USF and sponsor policies and procedures. Communicates with USF Sponsored Research offices to ensure compliance and completion of fiscal closeout procedures.
Initiates and prepares journal entries in an effort to correct discrepancies and allow for appropriate posting of expenditures to grants.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a High School diploma or equivalent with three years of work experience in positions with fiscal support duties. College or other relevant post-secondary coursework may substitute for the experience requirement on a year for year basis.
PREFERRED:
Bachelor's degree in related field or business administration, with at least four years of experience in a fiscal support or purchasing position.
