Technical Analyst II / Job Req 788805395 (Manufacturing)
The Technical Analyst II will provide technical analysis and support in areas of health care related applications, authorizations, and enrollment file management, under the supervision of the Senior Manager, IT Applications. The duties include work in the areas of user and systems requirements, support and analysis, documentation, reporting, applications support, troubleshooting and maintenance. Additional responsibilities for this role reporting to the Senior Manager, IT Applications requires an in-depth understanding of incoming and outgoing file systems, workflow configurations and excellent hands-on experience to manage changes/features and processes to various health care related applications.
ESSENTIAL FUNCTIONS OF THE JOB:

Determines requirements, designs, builds, tests, implements, maintains and enhances business systems. Analyzes, detects, identifies, and corrects technical problems and deficiencies or provides new solutions to improve the system performance through automation. Create/edit new/existing configurations to accommodate requests from various business teams. Conduct impact analysis of configuration changes, validation of configurations, coordinate and manage push to production. Work with operations, projects, engineering and support teams and help shape business objectives and prioritization using a well thought, methodical, data-driven approach. Develop new and/or changes to existing call center application systems. Write and/or review workflow change requests, create and/or review documentation for new and existing change requests. Acts as a liaison between business and technical teams, and do gap analysis across different applications, data and data flow. Provide support to ensure that customer service levels are met. Identify the cause and impact of production problems, interact with IT staff and customers, and escalate as necessary. Evaluate existing systems for design efficiency and resource utilization to assure system performance and functions meet business needs.

MINIMUM QUALIFICATIONS:
EDUCATION OR TRAINING EQUIVALENT TO:
Bachelors Degree in computer science, information systems or Health Care-related field desirable. Masters Degree is a plus.
MINIMUM YEARS OF ADDITIONAL RELATED EXPERIENCE:
3 years experience in health care field, preferably in payer setting. 5 years experience as technical analyst/engineer.

SPECIAL QUALIFICATIONS (SKILLS, ABILITIES, LICENSE):
Proficiency with SDLC tools and processes. Strong knowledge of healthcare data domains, preferably in Medicaid/Medi-Cal and Medicare. Must be self-directed, organized and possess the ability to quickly adapt to changing processes and environments. Building and maintaining excellent working relationships with key leaders and staff across the organization. Ability to analyze business requirements, review existing systems, define the solution, and translate that into configuration and workflows. Able to integrate ticketing systems like Jira with source control tools and change management tools Experience creating metrics and reporting the patterns and inferences Proficiency working with SCM tools and technologies Knowledge of cloud technologies is a plus Knowledge of .Net, XML, JSON, Power BI and Data Modeling is a plusWorking experience as a developer and automation scripter is preferred Experience in managing call center systems. Proficiency writing SQL queries and able to help business with Business process automation is a plus. Knowledge of State and County health plan membership processes. Strong written and verbal communication skills. Strong organizational skills and detail-oriented with the ability to handle multiple priorities. Proven history of clear, concise and detailed documentation. Ability and willingness to learn.
SALARY RANGE: $110,094.40 - $165,131.20 Annually
